PROFESSIONAL EXPERIENCE

UNIVERSITY OF CALIFORNIA, HUMAN RESOURCES DEPARTMENT, Davis, CA 2002 – 2007

Web Application Developer – Recruited as a key component of HR Department’s strategic initiative to transition applications and technology from various technologies to web-enabled applications. Oversaw analysis and design of the complete reengineering effort, including a secure campus-wide Jobs Web application and public Jobs website. Documented all existing applications, data stores, data sources, and data sinks for 14 applications. Examined and analyzed each source code (with FoxPro 2.6, VFP, Delphi, MS Access, Cold Fusion, and Zope), examined the content of data stores, stored procedures, and scheduled jobs, reviewed data flows and status for transitioning applications to inter/intranet, eliminated redundant and/or superfluous data, and identified owners of all data. Projects freed two staff employees from mundane chores and enabled them to handle more significant tasks. Key Projects:

JOB MACHINE

Objectives: Develop program to take hiring requisitions from all campus departments, route them through the department approval process (configurable by each department), process them through HR, and publish to the public on UCD website and through email subscriptions. Enable job application tracking process to communicate hire information to various departments. Quickly integrate data from two separate data storage systems for Applicant Tracking System.

Process: Gathered business process information and job requirements, created specifications, surveyed tools and methodologies, and implemented a thin client approach using Java Servlets, Tomcat, existing MS SQL Server, Object Relational Bridge, log4j, JUnit, JWebUnit, Javadoc, HTML, CSS, and JavaScript. Designed, coded, tested, documented, and implemented application, including creating user-training materials, facilitating training sessions, and troubleshooting, maintaining, and upgrading system. Recompiled existing FoxPro tracking application to Visual FoxPro, changing the data access.

Benefits/Outcomes: Made submission of job requests 15-40 times faster, added security and encryption, made Web pages fully compliant with accessibility standards, retired high maintenance listserve, incorporated real-time affirmative action goals, and incorporated new tools to pinpoint bottlenecks in the hiring process.

STAFF DEVELOPMENT ENROLLMENT & BACKEND

Objectives: Replace existing Web application, while maintaining existing back-end data structure, to allow UCD employees to enroll in enrichment courses online. Enable staff to post enrichment courses for employee enrollment, send email to all attendees and/or waitlist enrollees of particular course sessions, print class rosters and other reports, cancel, reschedule and split sessions, and maintain information about instructors.

Process: Rewrote application using Java, JSF, Tomcat, Ajax, and UCD web standards. Gathered site and usage requirements from stakeholders, determined business requirements, created specifications and prototype, and developed import process to synchronize data from UC Oracle DB with MS SQL Server.

Benefits/Outcomes: Achieved faster response time for Web pages, developed a Web application that complied with UCD policy of running on supported, secure platforms, increased security of system, and complied with HIPAA requirements and accessibility standards. New site adhered to UCD Web "look and feel" standards and was easily updated when standards changed. Improved response time for Web pages.

SALARY SCALES

Objective: Develop 100% available website containing current salary information for each job classification at UCD.

Process: Imported salary information from UC, transformed raw data to comprehensive information, revised application to update individual classification information, and performed bulk input and manipulation when new contracts changed wage structures.

Benefit/Outcome: Achieved 99% uptime.

HRIS CODING

Objectives: Create documentation and user interface standards. Enable rapid application development and consistent and effective communication between current and future developers.

Process: Researched external open standards, created internal standards for source code documentation, and implemented version control for source code.

Benefits/Outcomes: Created a plan for all applications to come into compliance, created separate development, test, and production environments, and brought applications into compliance.

SYSTEM MAINTENANCE/UPGRADE

Worked on systems for grievance tracking, staff affirmative action, sexual harassment case management, employee assistance case management, Med Comp insurance, compensation/classification reports, data synch., affirmative action reports to Provost, HR contacts, temporary employment time tracking, and vocational rehab case tracking.

STATE OF CALIFORNIA ENVIRONMENTAL PROTECTION AGENCY, Sacramento, CA 1997 – 2001

Consultant – Department of Toxic Substances Control (DTSC) required an Emergency Response Tracking System that could be updated by both field and headquarters-based staff. Enabled offline data entry, synchronized data, and allowed dial-up access for field staff, improving availability of information and the quality and timeliness of management information. Developed Daily Log administrative application that enabled help desk staff to create and manage system users, allowed system maintenance, and controlled certain mainframe interface features. Designed application using Visual Basic 6 front-end, DCOM middle tier, and SQL Server 7 and FoxPro 2.6 back-ends. The application lifted the administration burden from programmers and made it easy for help desk professionals.

SACRAMENTO MUNICIPAL UTILITY DISTRICT, Sacramento, CA 1997

Consultant – Created Visual Basic/MS SQL Server Purchase Order Tracking application. Maintained FoxPro 2.6 for Windows applications that had been created in 1994-5, including Employee Training Requirements/Completion Tracking, Safety Tracking, Tool Distribution Information, Line Services, Distribution System Inspection Tracking, Tree Inventory, and Line Employee Roster. Administered LAN consisting of Windows NT 4.0 and 3.51 servers, Novell Netware 4.11 servers, IBM mainframe access, and Windows 95 clients.
